最も程度高いことを表す構文です。
the 最上級　of 比較する相手（複数）
　　　　　　　　in 所属する場所
　　　　　　　　that S+完了形・・・今までＳが～した中で

She is beautiful 
         the most beautiful of all the women in the office.　
                                       of+比較する相手

He works hard
              the hardest in the office.
                               in+所属する場所・団体

This is a good book.
            the best book that I've ever read.
                              今までＳがＶした中で

One of his most outstanding achievement is his discovery of the virus.

outstanding・・・傑出した
achievement・・・功績
discovery・・・発見
