他動詞で意味は
１．<人が><人を>祝う
２．<成功・幸福>を喜ぶ

In the Olympic Games, you should congratulate winners no matter where they are from.
（オリンピックではどこの出身であろうと勝者を祝福すべきである）
congratulate・・・祝福する

No matter who comes, I won't open the door.
誰が来ようともドアを開けないぞ。
No matter what happens, I'll do it.
何が起ころうとも私はそれをやる。
No matter where you are, you must study.
どこにいようともあばたが勉強しなければならない。
No matter when I phone him, hi is out.
いつ電話をかけようとも彼は留守だ。
No matter how tired you are, you must do it.
どんなに疲れていようともそれをやらなければならない。

everのついた関係詞で「～しようとも」という意味のものはno matter～と言い換えることができます。
no matter who comes 誰がこようとも
＝　whoever
no matter what happens　何が起ころうとも
＝　whatever
no matter where you are どこにいようとも
＝　wherever
no matter when I phone him　私がいつ彼に電話しようとも
＝　whenever
no matter how tired you are　どんなに疲れていようとも
＝　however

No matter where you go, give me a call.　どこに行こうとも電話をください。
No matter how many hours I sleep, I'm always sleepy. 何時間寝ようとも私はいつも眠たい。

前置詞＋関係代名詞の働きをする関係詞
where　場所を表す語を説明する場合
when　時を表す語を説明する場合

場所や時を表す語を説明するからといって、必ずしもwhere/whenを使うとは限らない。
I visited the city which Tom likes.
the city はlikeの目的語→Tom likes the cityが成り立つ
I visited the city where (in which) Tom works.
Tom works the cityは不可→Tom works in the city.

疑問詞＋everの使い方
名詞として主語・目的語などになる
Whoever wants to come can come.
来たい人は誰でも
たとえ～しようとも（この意味ではno matter～と言い換えられる）
However hard you work, you will be fired.
= No matter how hard you work
